Decentralization in Bosnia and Herzegovina: No Floor, No Roof

As President of the Tuzla Civic Forum ("Tuzla Burgerforum"), Vehid Sehic reveals in an interview how difficult it is to realize structural decentralization in Bosnia as foreseen by international agreement. Political, economic and military power is concentrated with nationalistic powers in the federation and cantons which have implemented decentralization for their ethnocentric purposes. Little power is left with the highest levels of central government and with communities on the lowest levels of the decentralized state. According to Sehic, the international community should strengthen the civilian population in order to give decentralization and resulting democracy a chance.
